BAS Property Consultants Ltd were appointed to lead a multidisciplinary team through RIBA Stages 1–3, following a successful tender bid and interview in May 2019. Acting as Architect, Project Manager and Lead Designer, the appointment covered initial site appraisals, feasibility studies, developed design, pre-application advice and full planning submissions.

 

A series of initial option proposals, mixes and tenures were reviewed, ranging from light-touch refurbishment and retention of the existing buildings through to full site demolition and new-build redevelopment. From the outset, these options were shaped by Local Planning Policy, which guided the design direction where appropriate. In parallel, key project risks—such as historic land covenants, statutory service routes and flood risk—were identified and assessed to provide a clear understanding of the implications associated with each development route.

 

The options were then strategically reviewed with key stakeholders within the Local Authority, which allowed a preferred regeneration and development strategy to be confirmed. The selected option was iteratively developed, with detailed design work informing the site layout, architectural approach and overall development strategy. At this stage, fundamental checks were also carried out on safety and maintenance requirements, using Building Regulations, British Standards and Health & Safety Executive guidance.

 

The scheme, led by BAS Property Consultants Ltd, achieved full planning consent in 2020 for commercial space and 29 new residential flats, and subsequently progressed into construction.
